ARE aftermarket HIDs legal in PA?

I recently ordered a pair of aftermarket headlamps for my 2000 Maxima, and I also decided to get a Xentec (I think that’s the brands name) hid conversion kit with 8000k bulbs. It’s all still in the mail but I am getting it this week. The headlamps ARE HID compatible, as they are projectors and not reflective, unlike the stock lamps. I have read into PENNDOT’s laws regarding headlamps … I saw NOTHING regarding HID kits, so don’t say that “its illegal in every state”. I read the actual law, and I think that the whole notion that HIDs are illegal nationally is just which hunting. Obviously something really obnoxious like 30000k HIDs in reflective headlights WILL get you pulled over, but I don’t think anything like this that isn’t a real hazard is illegal.

Obviously I know I would get pulled over if these are a hazard to other drivers. However, I am using these within legal parameters (proper projector headlamps and only 8000k, which is a bluish white). What are the odds I would get pulled over, let alone charged with anything?
